update to in_xspf / 12.02.04

mainly to provide the initial build for the spiff devel blog, however for those that had used it prior i changed/fixed:

1) a stupid bug in the PLS save handler
2) the http winamp getter fetch now uses the win32 temp directory
3) config and about are now null, i'm working on dialogs
4) for now the name found in the input plugin list will be xspfdev[at]gmail(dot)com
5) maybe more since i didn't keep an exact log between last build =/
